Bannon is right to call for this. But it is probably true that many of the Indian and Chinese visa holders are highly skilled, contrary to Bannon’s assertion. That does not justify giving them priority over American workers and American graduates:

Trump is much stronger on the immigration issue than Republicans historically have been, Fred– as you know– but he is much stronger on illegal immigration than legal immigration. I hope his bite turns out to be as bad as his bark this term.
