Good point, J. Sobran. Obviously the latter. I doubt even the Democratic base was clamoring for this when the Democratic Congress passed Hart-Cellar during 1965, with Republican help.
Of course, there have been many tweaks to immigration policy and law since then, and again I doubt anyone ever really voted for it or that most politicians ran on it.
