Bannon points to a chart that projects annual $trillion+ deficits increasing year by year into the future. He also describes a US House of Representatives GOP conference in which certain Republicans– i.e. powerful “appropriators”– asserted there is nothing that can be done about it:

There are so many politicians of both parties that give lip service to fiscal responsibility but when then the rubber meets the road , they spend like there is no tomorrow. What that chart illustrates is a grim future. Sadly I don’t see the restraint necessary to avoid a day of reckoning.
No, the restraint is not there, Fred. It becomes clear from the discussion that Republicans were literally hollering at each other in their House GOP conference meeting. The “appropriators”– i.e., the members of committees involved in allocating monies– together with the “national security conservatives” were arguing for the monies to continue to be spent, and if that didn’t happen, the GOP would lose control of the House. Some of these GOP members are mockingly referred to as “the Cardinals” because of the power they wield.
