Here in North Carolina, Roy Cooper and Mandy Cohen ratcheted upward the “fear and hysteria” campaign. Cone Health did this here in the Piedmont Triad.
The problem is that the worst decisions are made under conditions of fear and hysteria. But of course, it is clear in hindsight that much of this was planned:
