My perception is that much of the crime decrease we have seen over the last two years is because fewer drugs are being trafficked across the southern border. I know that in my own practice, I am seeing far fewer positive drug screens with serious drugs such as fentanyl and heroin.
The Mexican cartels have been killing American citizens through their drug trade, so military action against them is justified. They have resorted to trafficking drugs (and/or people) using boats, tunnels and/or drones. This video discusses laser weapons used against their drones:
