It’s amazing, Fred, that we are repeatedly having to remind ourselves of this constitutional requirement since it has been so routinely violated.

Alas, I’m afraid since Lincoln’s War destroyed state sovereignty (might making right) and schools teaching that govt is the fix to every problem (rendering the students sheep)…the theory of a federal republic of states has been superseded de facto by an oligarchic Empire.
I agree, J. Sobran. And there has been a step-wise, incremental increase in unconstitutional federal activity at the expense of the states especially over the last century. But Lincoln’s War, as you say, broke the ice in many ways.
