It should be noted that the rightful decision-making authority on public health measures is at the STATE level, not the federal level. His actions were in direct opposition to many decades of proper public health practice and ethics. And these actions were very costly to the people of North Carolina– and to its churches and businesses. He was fully responsible for what happened in North Carolina; and cannot shift the blame elsewhere:
