He discusses North Carolina and California; and then points out that disaster response and relief are supposed to be individual, local and state responsibilities. Some of us can’t help but notice the federal government is much more eager to help California than it was in the case of western North Carolina.
There is no legitimate role for the federal government to lead disaster response:

I am sure that most folks effected by natural disasters really don’t care where the help comes from, just so long as it is there.
